No person shall be required to apply for or obtain a building permit authorizing the repair of any structure where the repair shall consist solely of patching and other similar minor repairs which do not materially alter the structure as regards the compliance of the structure with the provisions of all ordinances of this code, including the provisions of all standards, rules and regulations incorporated therein.
