It shall be the duty of the officials and teachers of all the schools in the city to cooperate with the City Fire Department in conducting fire drills in a number and at times as the Fire Chief shall prescribe; provided that, at least one fire drill shall be held each month. All doors and exits leading to the outside of the schools within the city shall be kept unlocked and free from obstruction at all times during school hours.
