(A) It shall be unlawful for the owner or occupant of any lot, lots or lands within the city to allow snow, sleet, ice, mud or other substances to accumulate or remain upon the sidewalks, upon or abutting the lot, lots or lands, except as herein provided.
(B) All sidewalks shall be cleaned within five hours after the cessation of a storm, unless the storm shall have occurred or continued after sunset, in which case sidewalks shall be cleaned before 8:30 a.m. of the following day.
(C) In the event that sidewalks are not cleaned as herein provided, the City Street Commissioner may, without notice, clean the sidewalks or cause the sidewalks to be cleaned. Every owner of any lot, lots or lands within the city shall, at all times, keep and maintain the sidewalks abutting and contiguous to the lot, lots or lands in good and proper repair and in a condition reasonably safe for the use of the sidewalks and the Street Commissioner may require sidewalks of the city to be repaired by the owner of the lot, lots or lands which the sidewalks abutting and contiguous to any lot, lots or lands within the city are not in good and proper repair and in a condition reasonably safe for the use of the sidewalks, the City Street Commissioner shall notify and order the owner of the land to repair the sidewalks within seven days of the issuance of the notice and order and it shall be unlawful for any owner so notified and ordered to fail, refuse or neglect to repair the sidewalks in the manner and within the time prescribed by the order.
