It shall be unlawful for the driver of a vehicle to stand a passenger vehicle for a period of time longer than is necessary for the loading or unloading of passengers, not to exceed three minutes and for the driver to stand any freight-carrying vehicles for a period of time longer than is necessary to load, unload and deliver materials, not to exceed 60 minutes in any place designated by the City Council as loading zone and marked as such. The driver of a freight-carrying vehicle may, however, request and receive permission from the Police Department to stand his or her vehicle in a loading zone for a period in excess of 60 minutes. The Police Department shall not refuse the permission unless it appears that to grant the permission would impede the normal flow of traffic or be hazardous to other vehicles or pedestrians.
