§ 74.04  GUEST AND VISITOR PARKING.
   Bona fide guests and visitors of residents of the city may park a vehicle at the curb fronting upon the residence or other premise being visited for up to 24 hours without penalty. The guests and visitors may park for a longer period if, prior to the expiration of the initial 24-hour period, application is made for permission from the Police Department. The Police Department shall not refuse the permission unless it appears that to grant the permission would impede the normal flow of traffic or be hazardous to other vehicles or pedestrians.
