No person shall drive a motor vehicle on a highway or street unless the motor vehicle is equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise or annoying smoke. It shall be unlawful to use a muffler cut-out on any motor vehicle upon a highway. No vehicle shall be driven or moved on any highway or street, unless the vehicle is so constructed or loaded as to prevent its contents from dropping, sifting, leaking or otherwise escaping therefrom.
