Excavations in streets or alleys of the city shall be made only by bonded plumbers after issuance to them of written permits by the Manager and also after complying with all rules and regulations found in Chapters 92 through 95 of this code relating to excavations into public property. Application shall be made to the Manager upon blanks to be supplied by the city for that purpose. For each permit issued, the applicant shall pay to the Manager a permit fee set by resolution of the Board of Public Works which shall cover the entire cost of all plumbing inspections and the issuance of certificates of satisfactory inspection of the work. Inspections shall be made at times as may be prescribed by the Manager in each case.
