§ 38.01  CITY COUNCIL; GENERAL POWERS.
   The City Council shall have the power, as provided by the laws of the state, including, but not limited to, Neb. RS 17-405 through 17-413, inclusive, and Neb. RS 19-5001, as amended or superceded, to annex territory to the corporate limits of the city.. The City Council shall have the power as provided by the laws of the state, including, but not limited to, Neb. RS 19-916 and 19-919, as amended or superseded, to approve any addition, plot of land or instrument subdividing land within the corporate limits of the city or contiguous thereto and no addition shall have any validity, right or privileges as an addition, nor shall any plot of land or instrument be recorded or have any force or effect, without the approval having been given and endorsed thereon. The City Council shall have the power, as provided by the laws of the state, including, but not limited to, Neb. RS 19-916, 19-919 and 19-920, as amended or superseded, to provide by ordinance the manner, plan or method by which land within the corporate limits of the city or contiguous thereto, may be subdivided, plotted or laid out, including a plan or system for the avenues, streets or alleys to be laid out within or across the line, to compel the owners of any land, in subdividing, plotting or laying out the same, to conform to the requirements of the ordinance and lay out and dedicate the avenues, streets and alleys in accordance for sale of and the construction of buildings and other improvements upon, any lots or parts of real property within the corporate limits of the city not subdivided, plotted or laid out as required by ordinance and by the laws of the state.
