(A) No truck or other vehicle of greater than thirteen tons capacity shall operate on, along, or in the following public ways.

(B) Exceptions.
(1) Deliveries. Vehicles making deliveries within boundaries identified above and along improved public ways shall be allowed. No through traffic is allowed.
(2) Residential parking/storage. A vehicle otherwise excluded shall be authorized to travel within the boundaries identified above for the purposes of overnight parking or storage of the vehicle. No through traffic is allowed.
