§ 71.53 OPERATION BY MINORS.
   (A)   It shall be unlawful for the parent, legal guardian, or custodian of any minor child, who is under the age of 12 years, to suffer or permit the minor child to ride a bicycle, as herein defined, in the roadway portion thereof, while open and used by vehicular traffic, except where and when designated by the town as a play street.
   (B)   Bicycles, as herein defined, may be operated by children under the age of 12 years, at times when and places where pedestrians are not using those portions of a sidewalk, and when so operated, at not over five miles per hour and with reasonable care to avoid contact with pedestrians using the sidewalk.
