No person shall use any fire apparatus for any private purpose, nor, without authority, remove the same from the proper place of deposit thereof, without consent of the city council. No person having charge of any fire apparatus shall permit the same to be used for private purposes, and any person so violating this provision shall be subject to the penalty provided by section 1-4-1 of this code and shall be liable for any damage to said apparatus that may occur.
