Whoever shall at any fire wilfully hinder, delay, resist or obstruct any officer, firefighter or other person in the discharge of his duty, or shall neglect or refuse to obey or observe the lawful command of any officer, or shall conduct himself in a riotous or disorderly manner at any fire, shall in each case be subject to the penalty provided by section 1-4-1 of this code, and for incapacity, neglect of duty or misconduct of any firefighter, the city council may remove him from the fire department.
