6-3-6-1: DISCHARGES INTO SYSTEM:
   A.   Stormwater And Surface Waters:
      1.   No person shall discharge, or cause to be discharged, any stormwater, surface water, groundwater, roof runoff, footing tile or subsurface drainage, cooling water or unpolluted industrial process waters into any sanitary sewer.
      2.   A dwelling, building or other structure that requires a sump pump, because of the infiltration of water into a basement, crawl space, or other subsurface enclosure, so as to discharge excess water shall have a permanently installed discharge line that shall not, at any time, discharge water into the sanitary sewage system. A permanently installed discharge line shall consist of a rigid discharge line, without valves or quick connections for altering the path of discharge, and shall be a line that: a) provides for year round discharge capability to the outside of the dwelling, building or structure; or b) is connected to the storm sewer; or c) discharges into the street or drainage easement.
      3.   Every person owning or occupying improved real estate that discharges into the sanitary sewer system of the city shall, upon reasonable prior notice, allow an authorized employee of the city or a designated representative of the city to inspect the dwelling, building, or structure to confirm that no prohibited discharge into the sanitary sewer system is occurring, or will occur. Failure to allow inspection of the premises to assure compliance may result in termination of sewer services to the dwelling, building, or structure.
      4.   Any property owner or occupier of improved real estate subject to this subsection A, who previously maintained any connection or installation that is deemed in violation of this subsection A shall immediately remove such connection or installation, or correct such connection or installation so as to comply with the terms of this subsection A. Any disconnection performed so as to comply with this subsection A shall be done in a workmanlike manner so as to assure effective closure of the sanitary sewer system.
      5.   A violation of this subsection A shall be deemed to be a prohibited tampering with the sanitary sewer system and subject to the penalties set forth in section 6-1-7 of this title. (Ord. 10-2008, 7-14-2008)
   B.   Prohibited Discharges: Except as hereinafter provided, no person shall discharge or cause to be discharged any of the following described waters or wastes to any public sewer:
      1.   Any liquid or vapor having a temperature higher than one hundred fifty degrees Fahrenheit (150°F). (Ord. O-5-73, 2-20-1973)
      2.   Any water or waste which may contain more than one hundred milligrams per liter (100 mg/l) of fat, oil or grease as determined by the hexane extraction method. (Ord. O-5-73, 2-20-1973; amd. 2017 Code)
      3.   Any gasoline, benzene, naphtha, fuel oil, or other flammable or explosive liquid, solid or gas.
      4.   Any garbage that has not been properly shredded.
      5.   Any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, paunch manure, or any other solid or viscous substance capable of causing obstruction to the flow in sewers or other interference with the proper operation of the sewage works.
      6.   Any waters or wastes having a pH lower than 6.0 or higher than 10.0 or having any other corrosive property capable of causing damage or hazard to structures, equipment, and personnel of the sewage works.
      7.   Any waters or wastes containing a toxic or poisonous substance in sufficient quantity to injure or interfere with any sewage treatment process, constitute a hazard to humans or animals, or create any hazard in the receiving waters of the sewage treatment plant.
      8.   Any waters or wastes containing suspended solids of such character and quantity that unusual attention or expense is required to handle such materials at the sewage treatment plant.
      9.   Any noxious or malodorous gas or substance capable of creating a public nuisance.
      10.   Any of the following additional contaminants:

   C.   Restricted Discharges:
      1.   The admission into the public sewers of any waters or wastes having:
         a.   A five (5) day biochemical oxygen demand greater than three hundred (300) parts per million by weight; or
         b.   Containing more than three hundred fifty (350) parts per million by weight of suspended solids; or
         c.   Containing any quantity of substances having the characteristics described in subsection B of this section; or
         d.   Having an average daily flow greater than two percent (2%) of the average daily sewage flow of the municipal sewerage treatment plant;
shall be subject to the review and approval of the superintendent.
      2.   Where necessary, in the opinion of the superintendent, the owner shall provide, at his expense, such preliminary treatment as may be necessary to:
         a.   Reduce the biochemical oxygen demand to three hundred (300) parts per million and the suspended solids to three hundred fifty (350) parts per million by weight; or
         b.   Reduce objectionable characteristics or constituents to within the maximum limits provided in subsection B of this section; or
         c.   Control the quantities and rates of discharge of such waters or wastes.
      3.   Plans, specifications, and any other pertinent information relating to proposed preliminary treatment facilities shall be submitted for the approval of the superintendent and of the environmental protection agency of the state of Illinois, and no construction of such facilities shall be commenced until said approvals are obtained in writing.
