(a) Whoever violates any of the provisions of this chapter, for which no penalty is otherwise provided, is guilty of a summary offense and shall be fined in the amount set forth by the Board of Commissioners in the fee resolution, plus costs.
(b) Whoever violates § 420.01(e) shall be fined in the amount set forth by the Board of Commissioners in the fee resolution for a first offense. For a second, or any subsequent offense within any 12-month period, such person shall be fined in the amount set forth by the Board of Commissioners in the fee resolution for each offense.
