Whenever the owner or occupier of any real property situated in the township seeks or makes application for a permit to demolish, raze, remove or physically destroy a building or structure on such real property, he or she shall first submit to the Building Inspector a certificate from a person regularly engaged in the business of exterminating, evidencing the fact that the building proposed to be demolished or razed is free of rodents, vermin and/or other pests. Such certificate evidencing the rodent- and/or pest- free condition of the building shall be dated not more than 20 days prior to the application for a permit allowing the demolishing, razing or physical destruction of the building or structure on properties situated in the township.
