(a) Police officers and/or parking enforcement personnel of the township shall report to the appropriate official all violations of this chapter, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary to secure a clear understanding of the circumstances attending the violation.
(b) The notice of the police officer shall contain instructions to the owner or driver of the vehicle that if he or she will place the amount of the designated fine in the envelope provided and deliver such envelope to the Police Department within five days of the date of such violation, that act will save the violator from prosecution and from payment of the fine and costs prescribed.
(c) If such violator has not paid the fine within five days, then a citation will be issued and the matter prosecuted through the offices of the District Justices for payment of fines and costs.
