In the interpretation and application of the provisions of this title, the said provisions shall be held to be the minimum requirements for the promotion and protection of the public health, welfare and safety. Where the provisions of this title impose greater restrictions than those of any other ordinance or regulation, the provisions of this title shall be controlling. Where the provisions of any statute, other ordinance or regulation impose greater restrictions than this title, the provisions of such statute, ordinance or regulation shall be controlling.
