(a) All refuse shall be placed in closed, rigid, vermin-proof containers.
(b) All refuse collection stations shall be effectively screened from the view of the residents and from public streets and sidewalks by means of a fence, wall or plantings.
(c) Receptacles shall be located so as to separate them adequately from habitable buildings, but at the same time be convenient for both collectors and residents.
