The Board of Township Commissioners may exempt any person from the payment of fees provided for in this chapter after an application made to the Board and a hearing thereon. Such exemption and exoneration from payment may be made only after compliance with the township regulations relating thereto and after the applicant has submitted a request for exoneration on the forms required by the Township Secretary. Such exoneration shall be only for the year granted and may be revoked at any time by the Board. The township shall be under no obligation to collect the garbage, ashes, rubbish or other refuse of the persons to whom an exoneration from payment of the fees hereunder has been granted.
