(a) Non emergent utility permits requested for streets paved by the township as part of the annual road program within the five-year period preceding the date of the application, will be denied unless the applicant agrees, in writing, that it will repave the full width of the applicable roadway.
(b) Upon approval of the application by the township and its receipt of the necessary fees, the township shall then issue a permit, which permit shall be valid for 30 days and which may be renewed once for an additional period of 30 days upon the payment of the sum of an amount set forth by the Board of Commissioners in the fee resolution.
