Whoever violates or fails to comply with any of the provisions of this chapter shall be fined in the amount set forth by the Board of Commissioners in the fee resolution, plus costs, or imprisoned not more than 90 days in default of payment thereof, for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues. The fine imposed by this section shall be in addition to any other penalty imposed by this chapter.
