No person shall engage in the business of junk dealer in the township without having first obtained a license from the Township Secretary to do so. The license shall be for the calendar year and shall be renewed annually on or before January 1 of each year, provided that in case the application is lawfully made after July 1 of any year, the cost of the license shall be one-half of the annual fee and shall be good until the end of the then current calendar year.
