Within five days after notice of the action to deny a solicitation or distribution has been mailed and hand delivered, the applicant shall notify the designated official, in writing, of his or her intent to contest such action. Within ten days after receipt of such notice to contest, a preliminary and permanent injunction to restrain the denied solicitation or distribution shall be issued in a court of competent jurisdiction, which action shall be governed by the applicable rules of procedure and the time limits thereunder.
