(a) No person shall use voice or mechanical sound amplification equipment for commercial advertising purposes in a motor vehicle without having first applied for and obtained a permit therefor from the township.
(b) Upon proper application, the township shall issue a permit upon the payment to the township of an amount set forth by the Board of Commissioners in the fee resolution by the applicant.
