(a) No person shall:
(1) Maintain or use a cesspool which is not tight;
(2) Allow any cesspool to overflow upon his or her property or upon the property of another; or
(3) Drain any waste water, bathroom or kitchen sink water or any other contaminated water upon his or her property or the property of another, or into any street, road or alley, public or private.
(b) The maintenance of any overflowing cesspool, or the drainage of any bathroom waste water or kitchen sink waste water, or any other contaminated water, is hereby declared to be a nuisance dangerous to the public health, and the township shall proceed to abate such nuisance.
(c) Systematic sanitary inspection of all cesspools and drainage systems within the township shall be maintained to determine that the cesspools and drainage systems are kept and operated in a sanitary manner. No person shall interfere with any Health Officer or duly authorized agent in the performance of his or her duty.
(d) No person shall maintain or permit to be maintained on any property owned or occupied by him or her within the township any condition productive of a nuisance detrimental to the public health, or which may be so declared by the Board of Health. Upon receipt of a notice or the posting of a notice upon the premises concerned, by the Board of Health, that such a condition exists on the property owned or occupied by such person, it shall be such person’s duty to abate the nuisance created thereby to the satisfaction of the Board of Health within the time specified in the notice.
(e) A pump used to pump and remove the contents from septic tanks and cesspools within the township shall be equipped with a suction hose securely affixed so that there is no leakage or spillage in the operation. A tank used for carrying the contents so removed through the roads, streets and ways of the township shall be tight and of sufficient strength to properly and safely contain the contents.
(f) No person shall use any hand operated open bucket or dipper to remove the contents of cesspools and septic tanks or use anything but a heavy gauge metal or wooden tank securely capped and not leaking at any part thereof, to carry the contents through the roads, streets and highways of the township.
(g) It is hereby declared to be a public nuisance and a noxious and offensive business to dump, spray or otherwise unload the waste removed from any septic tank or cesspool on public or private grounds, lands or premises or within any stream in the township.
(h) The dumping, spraying, unloading or otherwise disposing of the waste removed from any septic tank or cesspool on public or private grounds, lands or premises or in any stream in the township is prohibited.
