(a) No person shall carry or possess an open container of beer, wine, liquor or other alcoholic beverage on the streets or other public ways of the township, or on private property in the township without the express permission of the owner or lessee of such private property.
(b) Nothing in this section is intended to usurp or restrict control of the sale of liquors by tavern owners licensed by the State Liquor Control Board, including sales which may be authorized in such open containers by the Board.
