§ 1462.07 NOTICES OF VIOLATION.
   A notice of violation of any of the provisions of this chapter or an order to abate an illegal or unsafe condition hereunder shall be sent by certified mail, return receipt requested, to the owner of the property. In the event of multiple occupancy of the property, such notice shall be sent to both the owner of the property and the occupant. Hand delivery of such notice to an adult individual in charge of the property shall satisfy, and may be a substitute for, the requirement of mail delivery of such written notice. No penalty may be enforced against an owner or occupant unless such owner or occupant has failed to comply with the terms of such written notice and has been given at least five days to do so. The number of days granted for compliance shall be computed by excluding the date of receipt and counting the last day, whether or not the same falls on a weekend or holiday. Delivery of such written notice is not required, however, in the event of an emergency situation where there is imminent danger of substantial harm to property or threat to human life. In such a situation, personal notice to the owner or occupant shall constitute the necessary notice required to invoke the penalty provisions of this chapter.
