§ 1452.03 REPAIR OR DEMOLITION BY TOWNSHIP; COLLECTION OF COSTS.
   (a)   The Board of Township Commissioners shall not commence the repair or demolition of the unsafe structure for a period of ten days after the decision of the Board, during which period any party believing himself, herself or itself to be aggrieved by the finding of the Board may commence an action in a court of record.
   (b)   At the expiration of ten days, as aforesaid, the Board of Township Commissioners shall, at the expense of the township, cause such building or structure to be repaired or demolished, and the cost thereof shall be a lien upon the property and filed as such in the Court of Common Pleas of the county, together with 10% thereof additional against the owner in accordance with the Municipal Claims and Liens Act, being 53 P.S. §§ 7101 et seq., or the Board shall sue in assumpsit.
