No person shall construct, erect, install, establish, maintain or alter, remodel, reconstruct or otherwise improve a private swimming pool without having first obtained a permit therefor as prescribed in § 1450.03. However, no permit shall be required for a pool of the portable type with a maximum depth of less than 30 inches.
