(a) For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
PERMIT. Any building, plumbing, electrical or other permit required by the township.
RESIDENCE. A property owned and occupied for private, noncommercial living purposes. The word includes mobile or modular homes located on rental lots.
SENIOR CITIZEN. Any person who is 62 years of age or over; any widow or widower who is 50 to 61 years of age; or any person married to a person who is 62 years of age or over.
(b) (1) Whenever any construction, reconstruction, renovation, replacement, repair or other work requiring the issuance of a permit by the township, is done to the residence of a senior citizen, whether done by the senior citizen himself or herself or by a subcontractor, the required permit shall be issued by the township at no charge. However, nothing contained herein shall be deemed to excuse any person from procuring any required permit.
(2) The provisions of this section shall be effective so long as the estimated cost of the work does not exceed an amount set forth by the Board of Commissioners in the fee resolution.

(a) Upon request by a charitable non-profit or religious non-profit organization, the Penn-Delco School District or the Southwest Delaware County Sewer Authority, for waiver of full payment of building permit application fees, the Board of Commissioners, in its discretion, may waive full payment of the fees due under § 1446.01 and require that the aforesaid applicant pay the full permit fee in an amount set forth by the Board of Commissioners in the fee resolution and 0.5% thereafter on the balance of the cost of construction of said project.
(b) This section does not create nor is it intended to create or grant any assertable legal right or privilege to the applicant for the waiver of full building permit application fees due under these codified ordinances.
(c) The foregoing suggested guidelines for reduction of building permit application fees is not mandatory upon the township or the Board and the Board and township may deviate from the aforesaid guidelines inasmuch as said waiver is discretionary with the Board.
