When any public agency, or any private utility company or corporation must excavate in any improved or unimproved street in order to make emergency repairs necessary for the safety of the public, the same shall request a street excavation permit no later than the following working day and be responsible for the payment of all associated fees. In the event the repair work poses any safety hazard to surrounding residents or businesses, the agency making the repair shall be responsible for notifying the Village of Ashville Police Department at the commencement of any emergency repair activity. All permanent repairs shall conform to Section 901.06. Excavations shall not be backfilled until the repair area and excavation is inspected and approved by the Village. Inspections can be arranged by contacting the Village Administrator on the next business day or through the Village Police Department during evening and weekend hours.
