The City retail wine license of any licensee may be revoked, canceled or suspended, upon a hearing thereon held before the City Council, after written notice of the alleged violation thereof has been served personally upon the licensee or left with an adult person employed or apparently employed on the premises, and provided the City Council find that said licensee has violated the provisions of any City wine regulations, order or ordinance.
