(a) No person shall cause or allow any substance, waste or material which by itself or in combination with other substances, wastes or materials causes noisome or offensive smells in, or corrupts or renders unwholesome or impure, any watercourse, stream or body of water of any size which flows into or through the City, or into the Ashtabula River or its tributaries, or into Lake Erie, in such manner as to cause conditions injurious to the health, comfort or property of individuals or of the public in the City.
(b) For the purpose of this section, an offense may be deemed to have occurred or been committed at either the place where the presence of such substance, waste or material causes such injurious conditions or at the place where such substance, waste or material is deposited, carried, collected or discharged.
(c) Whoever violates this section is guilty of a minor misdemeanor.
