The City Manager may establish and define bus stop zones and taxicab stands upon the streets, at which points passenger buses or taxicabs may discharge and take on passengers. It shall be the duty of the City Manager to cause such bus stop zones and taxicab stands to be appropriately designated and marked either by painting the curb or otherwise. The City Manager may also establish temporary loading and unloading zones and, when properly designated as such, no person shall park a motor vehicle therein, except for loading and unloading.
