351.17 CITY MANAGER'S POWER IN TEMPORARY EMERGENCIES.
   (a)   The City Manager may temporarily restrict or prohibit the parking, stopping or operation of all vehicles upon any street or alley in any emergency, or during any construction or repair or during any street cleaning, snow removal or street marking operation. He may prescribe such rules as appear necessary during such emergency, construction, repair or other work. No person shall park, stop or operate a motor vehicle contrary to such prescribed rules or in any place where parking, stopping or operation is restricted or prohibited when appropriate signs have been placed notifying operators of vehicles of such rules.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
