The Health Commissioner or designee shall engage in a continuing program to explain and clarify the purposes and requirements of this regulation to citizens affected by it, and to guide owners, operators and managers in their compliance with this regulation annually. Public education will also promote an awareness of the grave health consequences of tobacco use and is essential to and an integral part of the Ashtabula City Board of Health's administration, implementation and enforcement of this chapter.
