165.06 POWERS AND DUTIES.
   (a)   The Planning Commission shall prepare a comprehensive plan of the City and of such territory outside the City as it may deem advisable and in conjunction with the authorities in such territory, approve a metropolitan plan for general improvements, such as sewers, water supply, thoroughfares, transit, parks, boulevards and recreation areas. The plan, upon its adoption by Council, shall be the guide for the future development of improvements in the City.
   (b)   The Commission shall be the Planning Commission, and all the powers and duties provided by law for Planning Commissioners or Commissions of municipalities shall be performed by the Commission.
   (c)   The Commission shall prepare a Zoning Ordinance, for the division of the entire City into zones or districts, containing:
      (1)   The recommendations of the Commission, in the interest of the public health, safety, convenience, comfort, prosperity and general welfare; and
      (2)   The limitation and regulation of the height, bulk, location (including percentage of lot occupancy, setback building lines, and areas and dimensions of yards, courts and other open spaces), and uses of buildings and other structures and of premises in such zones or districts.
   (d)   The Commission shall provide plans and specifications for all landscape work to be done by the City.
   (e)   The Commission shall keep a current index of all property owned by the City, together with a map suitably marked indicating its use. The Commission shall determine and report to Council annually whether or not City-owned property is used in such manner as to secure the fullest and most economical utilization and development by the City.
   (f)   On or before November 1 of each year the Commission shall transmit in duplicate, to the City Manager, its estimate of the amount of money required for its purposes for the ensuing fiscal year.
   (g)   In addition to the powers and duties hereinbefore specifically enumerated, the Commission shall have all powers now or hereafter conferred upon planning commissions of municipalities by any present or future statute or law of the State, together with such powers as are now or may hereafter be granted by the Charter or ordinance of the City. Any plan or part of a plan made by the Commission, or any act or proceeding of the Commission, shall have the full force and effect granted to plans, acts or decisions of city planning commissions of municipalities by any such statute, law, charter provision or ordinance.
