165.02 APPOINTMENT AND QUALIFICATIONS OF RESIDENT MEMBERS.

The President of Council and the City Manager shall be those persons presently serving in said capacities for the City. Five of the resident members shall be appointed by the President of Council with the approval of a majority of the City Council and two by the City Manager. No persons shall serve on the Commission who is not a resident of the City.
