(a) The City Manager may employ a Building Foreman, a janitor and an assistant janitor to maintain City owned facilities.
(b) The Building Foreman shall have knowledge of and be able to maintain and repair the electrical, plumbing and heating systems of the buildings. He shall be able to paint, clean, maintain and make minor repairs to such buildings as required. He shall have charge of the janitor and assistant janitor and shall perform other duties as the City Manager directs.
