157.03 HIRING OF TEMPORARY EMPLOYEE DURING MILITARY LEAVE.
   During the absence of any employee for military service, neither the City Manager nor any other person shall employ any person to fill the position made vacant by reason of the employee's leaving employment, except that such position may be filled by a temporary employee whose employment shall cease immediately upon the return of the former employee and upon his making application to be reemployed in such position.
