All salaries fixed, when not otherwise provided, shall be payable in biweekly installments out of the respective funds heretofore appropriated for the use of the departments herein combined, upon the approval of the chief executives of the divisions herein respectively established and the City Manager. The premium on all official bonds required of officers and employees shall be paid by the City.
