(A) For the purposes of paying the cost of providing police and fire protection, public improvements and other current operations of the City of Ashtabula, Ohio, a tax at the rate of one and eight-tenths percent (1.8%) is hereby imposed upon all Municipal Taxable Income in the Municipality.
