(a) The Board of Health of the City of Ashtabula Health District shall have all necessary power and authority to enforce this Chapter ensuring uniform application throughout the City of Ashtabula to the operations of all marinas. The Board shall provide for the inspections and issuance of licenses for all marinas in order to assure that such marinas will provide adequate sanitary facilities for the watercraft using the marina and will be constructed, located, maintained, and operated in a sanitary manner so as not to create a nuisance, or cause a health or safety hazard.
(b) The Environmental Health Division of the Ashtabula City Health Department shall prescribe and furnish the application for license, inspection record, and other forms necessary to administer and enforce this chapter.
