113.14 FINANCIALLY ASSISTED CODE ENFORCEMENT PROGRAM.
   (a)   The purpose shall be to render financial aid and technical assistance to owners of residential properties containing not more than two dwelling units within the financially assisted code enforcement project areas to enable such properties to conform to and exceed code standards.
   (b)   The following geographical areas within the City are designated financially assisted code enforcement project areas:
      (1)   Area 1. Bounded by Prospect Avenue on the south, the west side of West Avenue on the west, including all properties fronting on the west side of West Avenue, Ann Avenue on the east, and West 32nd Street on the north, to include all residential properties within the above described area.
      (2)   Area 2. Bounded by West 58th Street on the south, Nathan Avenue on the west, Main Avenue on the east, West 52nd Street on the north, the Norfolk and Western Railroad tracks on the northwest and the Conrail tracks on the northeast to include all residential properties within the above described area.
      (3)   Area 3. Such other delineated geographical areas as Council shall from time to time, designate by ordinance.
   (c)   The Division of Housing and Community Development shall, from time to time prepare rules and regulations for the administration and execution of the financially assisted code program within the financially assisted code enforcement project areas subject to the approval of Council.
