(a) A “Community Reinvestment Area Housing Council” (hereinafter “CRAH Council”) is hereby established pursuant to ORC Section 3735.69, consisting of two members appointed by the City Manager of the City of Ashtabula, two members appointed by the Council, and one member appointed by the City of Ashtabula Planning Commission. The majority of the foregoing members shall appoint two additional members who shall be residents of the City of Ashtabula. One of the two members that are to be appointed by the majority of the foregoing members shall be the designee of the Ashtabula Area City Schools Board of Education. Terms of the members of the CRAH Council shall be for three years. An unexpired term resulting from a vacancy in the CRAH Council shall be filled in the same manner as the initial appointment was made. The CRAH Council shall make an annual inspection of the properties within the district for which an exemption has been granted under ORC Section 3735.67.
(1) The CRAH Council shall also hear appeals under ORC Section 3735.70.
(b) A “Tax Incentive Review Council” (hereinafter “TIR Council”) is hereby established pursuant to ORC Section 5709.85 and shall consist of three representatives appointed by the Board of County Commissioners; two representatives of the City of Ashtabula, appointed by the City Manager with Council concurrence; two representatives of Saybrook Township and of Ashtabula Township, appointed by their respective boards of township trustees; the county auditor or its designee; a representative/designee of the Ashtabula Area City Schools Board of Education; and a representative of the Ashtabula County Joint Vocational School Board of Education. At least two members of the TIR Council shall be residents of the City of Ashtabula, Saybrook Township, or Ashtabula Township. The County Auditor or its designee shall serve as chairperson. The TIR Council shall review annually the compliance of all agreements involving the granting of exemptions for commercial or industrial real property improvements under ORC Section 3735.671 and make written recommendations to the Council as to continuing, modifying or terminating said agreement based upon the performance of the agreement.
(1) The Council reserves the right to re-evaluate the designation of the Ashtabula Community Reinvestment Area after December 31, 2007 on an annual basis, at which time the Council may direct the Housing Officer not to accept any new applications for exemptions as described in ORC Section 3735.67.
