Any contract with a federal agency for loans, advances, grants or other federal aid to the City shall be approved by the counsel for the division of urban renewal as to form and legality and, after approval and authorization by ordinance of Council passed in accordance with the requirements of the Charter, shall be executed by the City Manager.
