(a) The foregoing grants to foster job development shall be available in any Joint Economic Development Districts to which the City of Ashtabula is a party, if the other contracting parties so agree.
(b) In addition to the foregoing, the requirements of Sections 718.15 and Section 122.17 of the Revised Code of Ohio shall be applicable to any grants made under this legislation in a Joint Economic Development District.
(c) In a project located in a Joint Economic Development District, to the extent there is a direct conflict between any of the provisions of this Chapter and Sections 718.15 or 122.17 of the Revised Code, the applicable Revised Code Section shall prevail.
