113.16 REVITALIZATION DISTRICT.
   (a)    The City of Ashtabula Revitalization District is hereby created pursuant to the authority of Section 4301.81 of the Revised Code of Ohio. The portion of the City of Ashtabula hereby designated to be included within the District is bounded and described as follows: Beginning at the intersection of the southerly line of West 1st Street with a northerly extension of the easterly right-of-way line of Morton Drive/Water Street; thence westerly along said line of West 1st Street and a westerly extension thereof to Walnut Beach Park; thence following the boundaries of Walnut Beach Park northerly to the water’s edge of Lake Erie, and along said water’s edge westerly to the west property line of Walnut Beach Park; thence southerly along the west line of Walnut Beach Park and an extension thereof to the north line of Walnut Boulevard; thence easterly along the north right of way line of Walnut Boulevard to its intersection with the east right of way line of Lake Avenue; thence southerly along the east right of way line of Lake Avenue to its intersection with the northerly right of way line of West 6th Street; thence easterly along the north right of way line of West 6th Street to its intersection with the east right of way line of Goodwill Drive; thence northerly along the east right of way line of Goodwill Drive to the south line of Bridge Street; thence easterly along the south line of Bridge Street and its drawbridge across the Ashtabula River to the east bank thereof; thence south along the east bank of the Ashtabula River a distance of approximately 1000 feet; thence northeasterly to the southwest right of way line of Front Street/East 6th Street; thence westerly along the southwest right of way line of Front Street/East 6th Street across the Ashtabula River to the east right of way line of Morton Drive/Water Street, thence northerly along the east right of way line of Morton Drive/Water Street and a northerly extension thereof to its intersection with the south right of way line of West 1st Street and the place of beginning, and containing within such boundaries approximately one hundred (100) acres of land.
 
   (b)    If the City Council of the City of Ashtabula hereafter finds that all or any portion of the foregoing Revitalization District fails to meet the requirements of Section 4301.81 of the Revised Code, it may repeal such designation by majority vote pursuant to Section 4301.81(D).
