(a) Owner or Owner-Occupant Responsibility. Every owner or owner-occupant shall be responsible for the cleanliness of all parts of a dwelling and premises shared in common by more than one family and for provisions of the following utilities and services, except where such responsibility is assumed by an operator or an occupant by agreement:
(1) Provisions of garbage and trash disposal facilities or containers where the dwelling exceeds two units.
(2) Extermination of insects, rodents or other pests, except that where only one dwelling unit is infested, the occupant of such infested unit shall be responsible for their extermination, unless the dwelling is not maintained in a reasonably rat-proof or insect-proof condition.
(3) Provisions of all other facilities, utilities, service or conditions required by the Housing Code.
(b) Grounds Maintenance. No owner or operator of any premises, being a single family or multiple dwelling, shall maintain or permit to be maintained at or on the exterior property areas of such premises any condition which deteriorates or adversely alters the appearance of the neighborhood, creates a fire, safety or health hazard or which is a public nuisance. All such conditions include but are not limited to the following:
(1) Broken or dilapidated fences.
(2) Dilapidated garages, accessory buildings or other structures. All such structures shall conform to the requirements contained in Section 1365.04
(a)(1) and (2).
(3) Out of use or nonusable appliances, automobiles, trucks, motorcycles, other motor vehicles, watercraft, or parts for such devices.
(4) Broken, dilapidated, unusable or discarded furniture, mattresses, or other household furniture, plastic materials, paints, miscellaneous coverings, building materials, and/or any other materials or debris, manmade or natural, placed at or on the premises.
(5) Interior furniture being used on the exterior of a dwelling.
(6) All such adverse conditions listed but not limited by this chapter shall be deemed to be public nuisances and shall be abated.
(c) Occupant Responsibility. Every occupant of a dwelling unit shall be responsible for keeping the occupied area and premises and all plumbing equipment and facilities in a clean, safe and sanitary condition at all times. Rubbish and garbage shall be disposed of or stored in proper containers in a neat and sanitary manner, unless disposed of or stored by the owner or owner-occupant as provided in subsection (a) hereof.
