1361.19 SELLING OR PURCHASING PROPERTY IN VIOLATION OF CODE.
   (a)   No person who is in violation of any provision of the Housing Code and who has failed to comply with any order of the Housing Division, the Housing Appeals Board, or any order of court resulting from the violation shall sell or lease or give away the premises in violation to any other person unless the Housing Inspector, the Board, or the court of law involved, permits, in writing, the sale or lease.
   (b)   No person shall purchase or lease or accept as a gift any property or premises which is the subject of a violation of the Housing Code and for which an order to comply has been issued by the Housing Division, the Board, or a court of law having proper jurisdiction, unless and until the Housing Division, the Housing Appeals Board, or a court of law having proper jurisdiction, permits, in writing, the sale or lease.
